PROJECT SUMMARY:
As the Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinator, you are delegated the administrative authority, responsibility, and accountability necessary for carrying out your assigned duties. You are responsible for the ROSS Program as directed by the Senior Director of Community Development in conformance to Housing Authority of the City of Austin (HACA) policies, HUD, and federal regulations. The program depends heavily on goals and metrics focusing on strategic outcomes. Corresponding analysis is required to fulfill the purpose of the grant. This position is funded by a three-year grant from HUD which is eligible to renew every three years.
The ROSS Services Coordinator will be primarily responsible for the development and implementation of a Resident Opportunity and Self-Sufficiency (ROSS) program, in compliance with grant compliance, which includes coordinating supportive services and other resident empowerment activities designed to help Project-Based Rental Assistance (PBRA) residents attain greater self-sufficiency. These services should enable participating families to increase earned income, reduce or eliminate the need for assistance, and make progress toward achieving economic independence and housing self-sufficiency with a focus on Health and Wellness, Digital Inclusion, Employment, Education, Financial literacy, or other Austin Pathways programs. You will also leverage internal Austin Pathways referrals to programs that provide direct services to residents including homeownership assistance, life skills classes, educational and computer workshops, after-school and summer camp programs for youth, and other resources as needed. Responsibilities also include data entry, periodically evaluating program success, preparing program/grant reports, and assessing resident needs in developing new programs and policies.
Summary of Essential Functions:
- Develop and maintain a comprehensive network of education, training, mental health, substance abuse, economic development, and other supportive services for youth and adults.
- Create and maintain a directory of available service resources and act as a liaison between participants and providers.
- Identify needs, define clear and measurable goals to address those needs, and connect with resources. Document participant progress and re-evaluate services for adequacy.
- Assist participants in completing all necessary application and enrollment forms.
- Have regular contact with clients including in person, by phone, and in writing.
- Complete paperwork, data entry, monthly reports, and case notes accurately and on a timely basis.
- Coordinate referrals to and/or provide on-site supportive services for ROSS participants including but not limited to mental health, GED programs, employment workshops, and financial education, with appropriate community agencies. Expand offerings as appropriate.
- Coordinate with the FSS program as needed and available to ensure fluid transfer of participants between programs to support resident progress toward self-sufficiency.
- Evaluate needs and gaps in services and work to identify solutions.
- Coordinator of the Resident Council participates in meetings and resident activities and coordinates public hearings for resident input.
- Provide weekly and monthly reports to the Supervisor on progress and areas for improvement. Submit required HUD reports.
Qualifications and Knowledge
Required
High school diploma or G.E.D. and a minimum of one year of social service and community outreach-related experience and training; or equivalent combination of education and experience.
Preferred
Associate's Degree; two years related experience or training; or equivalent combination of education and experience. Experience in managing or delivering social service programs. Language skills in Spanish, Vietnamese, Arabic, or Sign Language.
- The ability to communicate in English and Spanish is desired.
- Case management experience. Working knowledge of HUD rules and regulations.
- Comprehensive knowledge of community and supportive resources related to social services and community/workforce development.
- Ability to interact with persons from diverse backgrounds, including Public Housing residents and representatives from local agencies and organizations who provide services to Public Housing residents.
- Ability to deal effectively with situations that require tact and diplomacy, yet firmness.
Certification and Licensure:
- Valid Texas driver's license.
- Eligible for coverage under Housing Authority fleet auto insurance.
PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to stand and walk regularly. Ability to understand and follow complex and, written and oral instructions. Able to communicate and relate to persons of diverse backgrounds and, abilities to establish and maintain effective courteous working relationships with residents, community partners and, co-workers.
